Yah that is were I was until I had to revert back to analog to watch Blu-ray movies. My monitor is a older 22in ws that does not support HDCP

What do you mean with average?

30-40 standing on bridge, looking around Pearl Harbour.
110-130 standing on bridge, looking around open sea.
750+ in main menu.

Normally locked to 70 with Vsync (CRT monitor).

I'd say (30+110)/2=70+fps average.

My fps all depend on what my computer feels like doing, (litteraly) On some days it flys at 50+ others 30+, Only reason I dont get more is because I use Vsync and it is locked at 60.

Average around 50 on the bridge
110 in the command room and map table
with all options ticked on except verticle sync and window mode

runs even better now with PE4
