Upgrade Launcher?

I can't find it anywhere. When I installed the game it wasn't in the start menu entries, but when I start the game at the Windows Vista Games folder it flashes the Upgrade Launcher and then disappears.

Yep, that happens with me too with XP. Oh, I had Vista and I gave it away.
