question re: promotions

I made it back from a mission and recieved some promotions to hand out to the crewm but try as I might, I cannot get them to "stick" to the crewmember, what is the trick to awarding promotions? Thanks! Joe S

The crewmembers that are eligible for a promotion are outlined in a white box, all others are not eligible.

hi,

Also as you place the promotion over the crew member - make sure you get the middle of the label over the crew member (the word "promotion") and you will see his icon has a yellow\gold highlight around it to show that the crew member will receive the promotion!
