Default [REL] ATi HD series fix for sun rendered below horizon

Here's an attempt at a fix for the HD series cards.
(2400,2600,2900,3850,3870)

This has only been tested with the 7.12 drivers which fixed the worst of this problem.

Although the 7.12 drivers stopped the sun texture from being rendered through the water when below the horizon (for the most part), there was another issue with the sun below the water that occurred after I installed them. The texture would occasionally flash on and off like a flash bulb on a camera.

I played with the scene.dat file and it stopped. I've uploaded the changed file if others run into this issue in a JSGME ready format

This is NOT for ROW!!! If it works well, maybe Leo can help me make a ROW version.
Get it here if you see the sun texture flashing on and off below the horizon.
