Mod idea/help needed

Hi there. I'd just like to ask a few things related to modding. See, i came up with this idea that i'd make a "Walter Turbine" upgrade for submarines. It would cost a lot, but would make your sub a lot faster underwater. But there is a problem. I know very well how to change sub speeds, and so on, but i cant find an upgrades file anywhere. Could anyone point me to the file, and/or tell me how to make a new upgrade, if that's possible for the average modder
