changing flotilla start location

just getting back into this game, I want to start without the huge mods just yet, but I did use Beery's flotilla mod to fix some of the bugs that came with the original game. The bad news is the the first flotilla is now based in Kiel, and I can't get my type II around Denmark without screeming. I'd like to rebase it to Hamburg to simulate the canal, and I know what line in the Flotilla file I need to change: "750;Kiel" needs to say "hamburg" but I don't know what number to put next to it. Does anyone know?
