protection system error

I had SH3 installed on my computer for a while but I was going to install it on my laptop when I tried to install it it said error to run application you must have administrator permission. I realized that I still had the game installed on my old computer I uninstalled it and then reinstalled it on my laptop the same error came up. I have no idea what the problam is if anybody knows how to fix it please help.
My computer is
HP Presario F700
AMD Athlon 64 64 X2 Dual-Core Processor TK-55 1.80 GHz
958 mb
32 bit operating system
nvidia graphics
Windows Vista home premium
