Okay. I'm AT where I'm supposed to be. All objectives have been met. I am off the coast of Perth. When the docking options come up I do NOT get the option for "end mission."

You can always go here and check the Base ID Link Line for your new base as selected by the game.

Look for CSS_BaseChange

Get this... the first time I arrive at the port the end mission option WAS choosable... idiot-boy slipped the mouse and landed on "later."

So I reloaded the last saved game near Perth before my dumb-ass mistake and NOW the option to end the mission does not come up.

They already told you what to do. It sounds like maybe your base was moved, to check and see what your home base is do what TDK said earlier.
