Photo manipulation software

My daughter has asked me to find her some software to manipulate photographs.She wants to be able to change colours of images as well as change the image,i.e give a person two noses and turn their skin green.
Would any body be able to recommend some software that will not cost me a lot of £££/$$$$.

Other then that the best you could do is just go to a computer store and probably pick from a dozen from $29 to $700.

Thank you for that Brad.I was looking at Adobe student edition and that is almost $250!!
