What utility to use for .zon and .sim files?

Its called MiniTweaker - do a search for it - there are a number of threads on it. Including a tutorial. The only thing is you have to have a "tweakfile" for the file you want to edit. There is also a tutorial somewhere on creating those. Check the Mod Forum....
