Medals, SH3 commander and on patrol

Lets say, I as the captain of the boat have in my locker some medals I can hand out while on sea.. can I do that on a save game while on patrol with Sh3 commander ? or will I ruin the game?

And promotions?

Not while at sea.

You can at home port.
You can when at friendly port.
You can while at a Milk Cow.

Infact, IIRC there is a warning in SH3Cmdr about making crew changes/award changes while at sea.
