What are the Replenisher boats with the two spot lights on them? If they can resupply you... How do you connect to them?

Replenisher boats ?

There are milkcows at sea and resupply vessels in some Spanish ports

The F1 screen will give you info on when available and you will see a blue ship\sub on the navmap

When close enough to a milkcow\resupply if you press esc
End mission
Dock at

You should see the resupply\milkcow name rather than a port
