From what I can make out from Babelfish, it looks like the following are addressed:

*FSAA implemented
*volumetric fog can now be turned on and off on its own, without having to turn off environmental effects
*radio volume implemented (turning music off doesn't switch off gramophone? not sure...)
*"efficiency mechanics of the submarine were again co-ordinated" ...maybe the fuel/battery life? Unsure...
*Kinposan Maru/Old Medium Split Structure freighter damage model adjusted
*Mark 10 torpedoes are more reliable
*damage model of the sub has been adjusted
*deck gun ammo now reloads when refitting at friendly ports
*"A" key causing CTD has been fixed
*"monolith of doom" FPS killer has been fixed
*stadimeter crash fix
*Airborne target radar no longer picks up ship contacts
*torpedo speed TDC bug has been fixed

As it's now been posted on an official European Ubi site, I guess there's no harm in posting the English version.

NEW FEATURES

1. Modified the game rendering to accept FSAA and fixed high resolution
rendering.
2. Added "Volumetric Fog" as a stand alone option, no longer member of the
"Environmental Effects".


GAMEPLAY CHANGES

1. Tuned the submarines efficiency mechanics
2. Fixed the damage model for the Kinposan Maru/Medium Modern Split
Superstructure Freighter
3. Changed the radio message window for a more historical accurate appearance
4. Tuned the malfunction rates for torpedoes. Mk 10 Torpedoes will be more
reliable now, as per historical data.
5. Improved the Periscope/TBT torpedo status panel by making only the
currently loading tube blink, instead of all that are in the queue
6. Tuned the submarines damage model
7. Added a new tuning option for the radio news/music volume ratio


BUG FIXES

1. Modified the game rendering to accept FSAA and fixed high resolution
rendering.
2. Added "Volumetric Fog" as a stand alone option, no longer member of the
"Environmental Effects".
3. Fixed a sound volume issue where some sound volumes were ignored in the
game.
4. Added a new sound volume option, "Radio Volume", that controls the Radio
and Gramophone volume.
5. Removed some crashes in replay and multiplayer.
6. Fixed a bug where refit in friendly harbors would not refit the cannon
ammunition.
7. The "Maintain Current Depth" command (letter 'A') crash was fixed.
8. Position Keeper for negative bearings fix.
9. Fixed a bug where explosions were played in the scene after a load or a
replay even if the explosion took place a long time ago.
10. Fixed the 'invisible monolith' that, if looking at it, will greatly reduce
FPS.
11. Fixed a bug where the difficulty settings of the game were ignored in
multiplayer. The game now starts with the selected settings from the session
page.
12. Fixed a bug where, sometimes, if pressing the Stadimeter button the game
would crash.
13. Fixed a bug where, When hovering over highlatable objects in 3d career
room, the texture would dissapear.
14. Fixed a bug where, when pressing SHIFT+F2 in any 2d page the game would
crash.
15. Fixed the bug in adversarial where the Escort Commander could see your
submarine on the navigation map even if the sub was underwater.
16. Fixed the SD Air Search radar so that it no longer detects ships.

17. Torpedo speed TDC bug has been fixed

Looks like the fixes I was looking for. Expecially the fog in EE. Monolith of death gone!

Hmm. Sadly, I noticed at least 3 or 4 of those things on the list that were already fixed or could be fixed by modders.. meaning they were not hard coded. My worry is some important hard coded problems won't get fixed in a patch. I wish they would only patch the hard coded things and let the modders fix the rest of the problems that aren't hard coded.

There are a lot of hard coded problems not on the list, such as the stop watch popping up for no reason and the sub taking damage and eventually being destroyed for no reason when resting on the sea floor (game killer). Also, ships usually sinking during storms.. I am talking entire convoys. I'm not sure if this is a bug or just a bad setting. But I think it's a bug.

By the way, I'm not complaining. I was just hoping for more out of this patch. Looks like they did some multiplayer and sound setting fixes... maybe that could have waited until more important gameplay bugs were fixed. Oh well. :hmm:
