a circle tool...?

In a game like Sub Command you can draw a circle around a ship wich moves with it all the time. I used that often as a visual reminder of detection range and that sort of stuff.

Is there a tool like this already or is it possible to make for SH4?

I remember something like this present for sh3.

Reason for asking: i kinda miss the "stealth meter" thingy in sh3 (another hint...)and this is a crude alternative so i figured...
