Can we make the boat actually flood?

I don't know if it's possible (I am the furthest thing from a programmer), but I was wondering if there was a way to have the 3D interior actually flood when, for example, the control room is flooding. It would be awesome to see the crew wading in ice cold water as they fight for their lives. They way I see it, the mod would have to trick the game into rendering water while inside the sub. I know alot of you are pros at making mods, so what do you think?
