Any way to turn set what turns TC off?

I installed a radar at the start of my career to my porpoise with my renown.

I couldn't access the radar station in the 1st patrol (yes, i know this is modelled since the radar wasn't available till 1942.)

It still seemed to work though as I was continually receiving radar updates. Is there a way to set WHAT stops time compression? It was so annoying with air contacts and cruising past midway to continually have my time compression reset to 1 simply because the radar man calls out radar contact every 15 secs.
