Default Japanese Convoy Tactic or poor programming

Im sure this has been raised before but it does seem a significant bug if it is not a genuine historic practice.
I am referring to the tactic I have frequently noticed in Japanese convoys that when my submarine has attacked 1 or 2 merchants and is being hunted by the DD's, the remaining Merchants all seem to drop to very low speed and just mill about near the DD activity. They thus all remain very vulnerable to any swift attacks by the hunted submarine which may have briefly eluded the attentions of the DD's.
Surely commonsense would dictate a tactic where the remaining merchants either scattered at speed or moved swiftly on their way escorted by part of the DD escort group leaving the remainder of the DD group to hunt the submarine.
If the current game practice was indeed historically accurate (but hard to believe) I withdraw my criticism . But if it is a programmming "bug" can anyone mod the convoy's behaviour in that situation?--or is it a matter that only the original game programmers can modify.
I would appreciat e the comment of any more knowledgable players both re the historical tactical reality and the game programme modification if appropriate.
It is a situation right at very core of the game and should be really credible if immersiveness is to be maintained. That is why it concerns me perhaps more tham some of the other "bugs"
