ive just started a patrol in june 42 and my uboat apears to have radar (big circle thingy on deck that rotates) by default but when i click radar report the icons are blacked out. so is that bit rotating ring on deck?

Yes, it's your radio direction finder. Use of the Radio Direction Finder is automatic and represented abstractly by some of those contact icons that appear periodically on your F5 Nav Map. The physical representation of it on your bridge is just eye candy. If you don't like it, there is a mod on the GWX homepage to remove it.
