inconsistency between "enemies of germany" help screen and "flaggen"

I sunk Albanian ships (from small convoy) on April 1942. I checked on the "flaggen" screen here:

When first ship has sunk I was very suprised when color of sunk ship became blue (not red as I expected).
I checked at "enemies of germany" help screen

On this sheet Albania was enemy of Germany from 30.11.1944.
I think guys from GWX have to correct this bug.
