Default No Binoculars

I am running SH3 v1.4b and I still don't have binoculars in the hands of the watch crew.

Can any one please tell me what mod or file I need to get my crew binoculars, or is the Fatherland that broke?

Got to watch those Ebay games. They are very clever at making them look like the real deal only to find out they are not. Maybe the file can be sent to you and you manually install. I do not know were to locate them.

Question is, what else is missing?
