Dunno, if it's with a view to help a user to remove themselves from the life associated with visiting dodgey dealers and taking cut drugs, providing them with a free, registerable, clean and monitored source with the intent of safely weaning them from their dependency if that can be done, then I say yay.

Seems like a fairly pragmatic view to me.
