End of February 1945, after a very fortunate and successful Yellow Sea patrol (I hate the Yellow Sea), I was given a new Tench class submarine SS-419 Tigrone, with an elite crew, BUT on my first patrol in my new boat, they only gave me a veteran crew!

Not a bug. After every patrol, a submarine might lose up to a third of their crew due to rotation. New construction, you would have at most one half of the crew as experienced submariners, with most of the crew being green around the gills, fresh out of submarine school. You have to whip them into shape! Carry on!

I think it's a bug. The new boat information states the crew I will get is an elite crew. Please look at the image above.
I got a veteran crew, and it stays veteran for at least 3 more patrols. A new boat with an elite crew will get a shakedown cruise, not a war patrol. This way on war patrol they should be elite as promised. Just my thoughts. Jeff ps. I also believe it's a bug because Hawk wrote a mod to fix crew experience. Quote:
