Can't get that metalic discs to descend and encircle the circumference of the peri

I am stumped. SH3 Newbie/Noob.

Firstly, how do I zoom in the periscope view? Moving my mouse-wheel gives me no increased magnification.

Secondly, how do I get the metalic discs (with marker units on them) to encircle the circumference of the periscope?

Choose "MaGui F" or "OLC 'Gold'", don't install both.
And generally, a bad and wrong mod list.
Better would be to choose something from here:

And make sure you have manual targeting enabled in the realism options, not automatic.

Pisces, is there a way to go with automatic instead of manual targeting?

If you use automatic targeting then you don't need the rotating discs. Everything is computed automatically when you lock on a target. Maybe the Magui mod allows to use the discs in automatic targeting mode, but the OLC mod for sure not. It's best to search in the Magui mod thread, or ask there.
