Default Questions Re: Operation Monsun early war operations

So I'm doing some time with the 1st Flotilla in my Type IIB, my orders so far seem to start me off the coast of Norway on patrol then once finished I head over to jolly ole England's coast.

My problem is that all cargo ships / tankers are flying anything but English colors. Mostly I'm finding Norwegian flags being flown. Even a few convoys with British escorts are cargo vessels with Norwegian colors. Was this the case in the early days of WWII? I'm torn if I am to engage those targets to keep things realistic.

MODS:
OpsMonsun_V705
OMv705 to V720
OMv720 Patch 5
OMEGU v300
OMEGU v300 PAtch 7
OM Med Environment mod
NEW Real Environment mod

EDIT: Now I'm supporting Operation Weserübung so Norway is on the menu, but prior to that was it ok to sink ships flying those colors in English waters?

If your patrolling around Norway it should be because the Germans are invading it so go ahead and sink 'em all.

If it is not specifically an ally of Germany then sink them all. Even neutral vessels count for renown.

To bad SH4 doesn't have decent way of differentiating between allied, enemy and neutral. Until the invasion of Norway I try to hold off on sinking the Norway vessels otherwise I run out of deck gun ammo.

It does seem odd, but since the original game only dealt with the Pacific, they may have felt they didn't need to. The only neutral in the Pacific War was the Soviet Union and I guess they got around that problem by simply not modeling Soviet shipping.

Norway had the world's fourth largest merchant fleet in 1940, so you always see a lot of them.
