You might want to try TMO (Trigger Maru overhauled) Super-Mod if you have not already. It makes the IJN units better and more aggressive for sure.

Optical Targeting Correct by CapnScurvy. It is in its own thread. You can enable it in conjunction with TMO2.2, but you cannot yet play it with TMO2.2 + RSRDC. There are several sub (i.e. additional) mods with it, including scope fixes, US Radar from the beginning of the war, and Toyyko's Express. You need to spend time reading his tutorial. This for accomplished captains, and enables one to play with map contacts disabled if selected.
