I am not sure which game you are talking about. Also, we have dedicated forums for SH3, SH4 and SH5, so you would be better off asking in one of those.

Yes, now you can go to other ports within the same pact with Germany, and also supply ship that is well .... later even submarines as you can dock with ... but you can not upgrade your boat, with sonar as an example, it must be handled in your home port.I thought SH3, hence my explanation.
