Crew on Deck

How do you get the crew back on deck after resurfacing the Submarine, I cannot see any key allocated on the keyboard diagram.

The crew should automatically go back on deck after you surface. The only exception is in the tutorial mission where they disappear below deck until you dock at Kiel and end your patrol.
