Default If Arizona defied the court ruling?

Just a question. If AZ defied Judge Susan Bolton's ruling and in spite of that ruling created an even more harsh law (what ever that may be) by Governor Jan Brewer's decree what power would the federal government, other than monetary influence, have to stop it?

The judicial branch has no enforcement arm. The Posse Comitatus Act, precludes the president from sending troops? And the AZ governor is with in her rights to call up her states national guard at will.

Would it be a prelude to civil war? Would it be racist? Could you survive such an upheavl?

So many other questions arise.

Any thoughts?
