Clear Water?

What settings determine how clear your view underwater is in the Scene.dat?

I am trying to adjust it so that i can see my sub in the external next unit view without having to zoom in everytime.

I thought it was WaterOpacity in the EnvData section, but i have tried many different settings from 0-255 and have not noticed much difference. Is there more to it?

I assume this is the proper forum section for modding questions, if i am wrong please let me know and i'll start asking these questions in the correct section.
