Advice Please - Docking

Hello everybody, I just completed the Phillipines war patrol and got back to Manilla, when the screen appeared to dock, the option of end patrol was greyed out, that is I could not select it.
Anyone have any ideas on this ?

Surabaya will fall to IGN. also Then to Fremantle.

So are you saying that Manilla had already fallen, that's why I couldn't dock ?

Sometimes you get message. Slanted anchor is dock/base.
