fellow surface ship won't maneuver when attacked why?

I'm making some single patrols with the playable Bismarck and the pocket BBs. When I engage the enemy the pocket bb will fire her guns but wont maneuver or change coarse at all, but the enemy ships will manueuver and change coarse when attacked.

So how do I get the pocket BB to maneuver when attacked? The game must have the AI for it because the enemy ships shooting back at us change coarse and maneuver.
