StateMachine.dll Won't let me play.

When trying to boot up SHIII with GWX 3.0, it fails to launch and I get this from Windows Vista's error window:

If I remember correctly, the last time I played, my power went out while I was on. Can statemachine.dll become corrupted by something like a forced shutdown? If so, do I have any way of fixing it without reinstalling? I would really like to avoid all that.

I had just blasted the propellers off two 5000 tonners and the convoy has left them behind. I must finish them off!
