Default Top wave foam experimental

Although only a partial, but I see hope.
Want to foam at the TopWave really happened on, it seems unlikely.

For me, more than any other feature, this is what's been missing from the sea environment. This is an awesome development. Though I can imagine coinciding the foam with wave crests might be a problem.
