Default [REL] German torpedo fix for UBM stock

After seeing the thread on excessive German duds, we took a look at the file for the German torpedoes thinking the issue was caused by one of the chance parameters being 1.

While this was true, this was not the major source of the excessive duds.

The problem was the angles were mixed up so the following percentages for duds were in the file for most of the German torpedoes. Keep in mind that a 0 angle in this file is a perfectly perpendicular hit. The angle given is the angle of deviation from a "perfect" shot. We conducted experiments when working on the US torpedoes to confirm this. Here is the order the angles were listed in, with the associated dud chance.

Angle: 50 to 90
chance= 1

Angle: 21 to 50
chance= 5, 33, or 50 (depends on torpedo type and date)

Angle: 0 to 21
Chance= 100

Since the known problem with the German torpedoes was the whiskers on the the detonator not working correctly with wider angles, their reliability was known to drop off after an angle of 20 degrees. This means the dud chances in the stock file were reversed.

So the angles are now listed as

Angle: 0 to 21
Chance= 1.1

Angle: 21 to 50
chance= 5.1, 33.1 or 50.1

Angle: 50 to 90
chance =99.9

Because of the issue with 1 being read sometimes as 100, we've taken the conservative approach and added or subtracted 0.1 to any "Chance=" entry in the torpedo file using a whole number. This was done for all gyro, depth keeping, and premature chances.

In the process of making those changes, the other settings were also checked for errors.
