Here's a rough summary of what needs to be done:

1) Find the SH3 unit that is most similar to the ship you want to create

2) Copy the ship's files from the data\sea folder and clone them using Pack3d (see the link above). "Cloning" gives the ship a unique numerical ID so that it doesn't crash the game whenever its "parent" ship is present.

3) Rename the ship's files and place the main folder in data\sea. Then, give it an entry in Englishnames.cfg as well as the data\roster\[nation] folder.

3)Extract the 3d objects using Pack3d (funnel, hull, masts, and so on)

4) Use a 3d modeling program to alter the different obj files - I use wings3d

5) Position the modified objects correctly using the coordinates displayed in Pack3d (this is one of the most time consuming steps)

6) Alter the internal compartments of the ship (TBH I am not familiar with this step)

7) Test the ship's damage & sinking behavior to make sure it doesn't crash the game

8) Reskin the ship, and remap the texture coordinates if necessary - I use Photoshop for skinning and Wings3d for texture mapping.
