The word courage is totally inappropriate. "arrogant disregard for the rule of law" is a far more apt description of Browns obnoxious behaviour.

So what happens if the government ratifies the treaty and then the court finds it unlawful?
I think here in the states a SC judgment like that would vacate the ratification but I admit i don't know enough about English law to know what would happen there.
