When exactly does the IXC become available for the 2nd Flotilla in Lorient?

In what version of the game? Stock or SuperMod?

Nevertheless in GWX (as it is explained in the Manual in page 158) in July 1941 the IXC is available in Lorient.

In stock version (with SH3 Cmdr installed) it's the same (I think)...

Not necessarily. If you have the "Use historic U-boat availability dates" option selected in SH3Cmdr then you should refer to the User Guide for the corrected dates, which are different depending on the Flotilla (unlike SH3 which has one set of dates for all Flotillas).
