The pentagon has a different story about the photo.

They insist that these aliens were highly alergic to Ink and that the President saved the World by stabing the unwelcome visitor with the pen seen in his left hand just after this photo was taken. The President had been briefed by the CIA who came up with these creatures habits of always shaking with two hands. This knowledge gave the President a clear shot at the critter.
