I've only tested this with SH4, but it should work just as well with SH3:

 Don't know about SH4 but we can use SetKeys with SH3.

SetKey's on the Subsim download page for SH3. Superb interface. I use it for adding extra key assignments for my voice-command template. Only limitation: it's for English keyboards, so I can't edit the German version with it.
