[TEC] Modeling Ships For SHIV

I have played SH1 for many years now and have played SHIV since it was released. Somethings are missing though. Some of the most important capital ships in the IJN are missing. To me after playing SH1 for so many years it's like SHIV is incomplete (which by the way it is), it's like I'm missing some old friends. But I'm not here to start a discussion about the faults of SHIV.

Since I have no knowledge of what it takes to model ships for any game I would like to know what it takes. Are there special programs that allow you do what is required. Would it be possible for me to pick up the knowledge required to model ships for SHIV or what? What kind of skills are necessary? I also have a book on the Imperial Japanese Navy which also has some very nice drawings of most of the major capital ships. I have posted a drawing of the Akagi as example. Would drawings like the one below help with the modeling?
