just get really close to it and a box will pop up and ask you if you want to deploy the boats

weird..the two drops i've had to do..were dropping off agents..and both times..i did them at night

i wonder if that has something to do with yours?..are you trying to drop during the day or night?

i seriously doubt that's it..but never know.

I had the same problem tonight. Is there a trick to this I don't known about? I got as close as I possibly could without grounding my boat (oh, wait, that eventually did happen ), and never did the dialog box pop up asking me if I was ready to drop off the supplies. Do I have to be at All Stop? Within a certain radius?

I think all-stop is needed.

You need to surface the boat, and by that I mean literally surface the boat. Approach submerged, go to all-stop, and then surface.

...and get ready for some wicked loud banging noises as a dingy made of solid tungsten slams into the side of your sub...

Yeah, I wish I could have that horrible metal on metal grinding sound as the ringtone on my phone just to annoy people around me.
