Cant figure out this mission

I have a mission where i have to go to osaka harbor and do a photo recon. Only problem is ive spent an hour trying to figure out how to take a picture. Ive sat my happy butt in the middle of the harbor and nothing happens. Ive sailed around it and parked in it. I eventually got bored and sank all the ships docked there and getting fed up with it. Any help would be greatfull thanks

Get close enough to the ships to lock them with your parascope. Once locked the button on the right side of your parascope options will light up. Click it to get the mission update.
