Avoiding the convoy screen?

This is mostly based off the convoy sub school lesson but can be applied anywhere.
As soon as the mission starts there is screen warship bearing *straight* down on my position. You start on the surface.

I immeditately dive to ~25 (how many meters is this?) and continue to proceed on my course perpendicular to the convoy. I set speed to 1/3 to attempt to avoid detection but no matter WHAT the warship that was bearing down on me always seems to find and locate me.

wtf??!??1 should I bet rigging for silent running as I continue on course? am i not diving deep enough?
