What fleet

I cant find the post where the fleets are so im asking which fleet is based in St Nazire and what fleets use the type IX boats.

The Type IX U-boats would be out of Lorient. I know for sure it is the 2nd Flotilla. I think, for a while, the 10th operates out of Lorient, too, so you should be able to get the Type IX with them.

The 2nd, 10th, and 12th flotillas are type 9 uboat flotilla's.
