Default AI Locking Up the Flight Deck

Arrrrgh... I created a scenario, and hours into it I realized that the AI ships had locked up their helo decks by placing one helo on Alert 15 and increasing the launch status of their second helo to alert 5. With the pad blocked by a helo with it's engines off, cycling of ASW aircraft ground to a halt.

Anyone have any ideas how to avoid this situation?

Start the mission with one helo at alert 5?

I did something like that. I had one at alert 15, and the other airborne.
