How can you set a mission so that it's time of day, sea and weather state are random at startup?

Mission editor then go to environmental conditions sea state 1 to 5 5 being the worst ands go from there.

You can't, not random that is.

Also, is there a way to change the area that a mission is in? For example, If I created a mission in the gulf of Mexico, could I move everything over to England? Or am I stuck starting from scratch every time?

This is what campaigns are for... As for weather/time changes via scripting, I doubt it but I'll admit I'm no expert.
