Default still can't get milk cow to work

I installed it with JSGME.exe, started a new patrol, hit F1 and could find nothing about milk cows. There were just key assignments.

Also, the milk mod appears to over-write the no-fatigue mod.

If the milk cow mod includes a basic.cfg file, then yes, this will be so.

Your choice is to either:
a) update the new basic.cfg with your no fatigue settings
b) use SH3Cmdr and select the "No fatigue" model - then it doesn't matter what mods you install

I've tried 1940, 1941 and 1942.

Don't they start around April 1942 and go to the end of 1943?

I'll try the later years. I read in another SH3 forum that there was more shipping traffic during the early years, so I'd stuck to them.
