Default On the 1MC DIVE! DIVE!

Here is a funny question. For a Seawolf class sub is it more custom to dive while say at 10 knots and dive to say 200 feet to make sure everything is cool or can the same sub dive while at 0 knots? I have noticed that it does dive quicker while moving then a dead stop? It took forever to dive while at 0 knots?

On a nuke, the dive planes provide the primary method of going up and down... like the wings on an airplane, they don't work if there is no liquid flow over their surfaces.
