Yeah, the red lights make it easier for the human eye to adjust to the darkness; it's most useful at night when the crew emerge out onto the conning tower.

Nope. The red/white lights were purely for the benefit of the watch-tower crews.
Generally, red lights were only used at night, while white lights were used in the daytime.

Also, I think blue lights were used too. If I'm not mistaken U 505 in Chicago has blue night lighting.
Going to pay another visit now that the thrill is gone from the new exhibit. Will check it out.

They blinked in Das Boot as well, but this was only at the LI's console to indicate engine room answer to the telegraph. I don't know if this was actually present in the Ubootwaffe, as I have never served on a U-boat.

U-571 was a great movie! it was as though they had actual film crews on the scene. Rarely have we seen a more honest portrayal, where the ambitions of the director are to tell a true, from the heart story of brothers-in-arms, without consideration of boxoffice draw. Hang on a sec, hard to type holding a crack pipe....
