Awards Vs Tonnage

Hi

Is there a mod that fixes the award criteria as I when i start a career in 1939 and I sink a few ships I will be awarded the Geman Cross In Gold and I believe that award was not introduced untill
late 1941. Also I have been awarded the Oak Leaves to The Knights Cross and I only have sunk 110,000 tons and on the patrol that I was awarded it I only sank one small ship also I got the Oak leaves before it was introduced ?

Is there any way to edit the commanders awards we used to do in Aces with the hex editing ?
